Resubmission Bumps St Clair Station Proposal to 50 Storeys | UrbanToronto
A resubmitted Zoning By-law Amendment application from Graywood Developments and KingSett Capital marks the latest in a series of proposals that have sought to capitalize on a site addressed to 29 through 39 Pleasant Boulevard, a one-minute walk from the St. Clair subway station in Toronto’s Deer Park neighbourhood. Reflecting the greater densities now allowed for sites close to rapid transit stations, the latest incarnation is seeking permission for 50 storeys.

Located on the south side of Pleasant Boulevard just east of Yonge Street, the site is an assembly of four properties; 29, 31, 33, and 39 Pleasant Boulevard, encompassing approximately 1,490m². Its western portion is vacant, while the eastern portion is home to a two-storey house and a four-storey office building.

In early 2019, however, the site went up for sale, and by the end of that year had been combined with the two properties to the east in a proposal designed by Giannone Petricone Associates for Gairloch Developments, Harlo Capital, and KingSett as a 34 storey, 115 metre-high residential building with 302 units.

A Site Plan Approval application was submitted in August 2021, followed by City Council approval of a Zoning By-law Amendment for a 35-storey tower in November, 2021. By early 2022, though, the site was for sale again, and by May of that year had been added to Graywood’s upcoming development portfolio, with KingSett remaining on the team. Adjustments to the proposal were now looking for a 35-storey, 121.55 metre-high tower with 303 units, designed by Turner Fleischer Architects. The next move came in June, 2023 when a Minor Variance application was submitted to the Committee of Adjustment for a five-storey increase to 40 storeys, 132.5m, and 330 units. The minor variance was denied however, but was appealed. Now, with a full Zoning Bylaw Amendment resubmission at 50 storeys, the appeal is being held in abeyance.

With the increased density incentives of a Major Transit Station Area designation covering the site now, the 35-storey design is now proposed to soar to a height of 171.6m and 50 storeys, 15 more than the previous zoning approval. It would house 409 residential units, an additional 128 beyond the Council-approved plan, increasing the Floor Space Index (FSI) from 12.91 to 18.74. The design includes four elevators, with approximately one elevator for every 102 units, indicating acceptable wait times.

Referred to as The Notable in Graywood’s marketing documentation, the condo would have a 6-storey base building that transitions to a slender tower above. The resubmission retains a narrow public park plan along the site’s west side spanning 151m², plus a 140m² POPS (Privately-Owned Publicly accessible Space) to its east.

Residents would enjoy 1,007m² of indoor and 460m² of outdoor amenities, including an outdoor terrace on the third floor. The design boasts a residential Gross Floor Area (GFA) of 27,647m². There would be three levels of underground parking, providing 39 spaces for residents, 6 for visitors, and one car-share space, a reduction from the 71 spaces proposed in 2021. The proposed bicycle parking spaces have increased from a total of 338 to 369 long-term and 82 short-term spots.

The Notable’s location is just 50m away from St Clair station on Yonge Line 1, also served by the 512 St Clair streetcar and TTC bus routes. Cyclists benefit from dedicated bicycle lanes on Yonge Street and St Clair Avenue, while the David Balfour Park trail is just 300m away.

There are several other planning submissions in the surrounding area. West of the site, a 14-storey building is proposed at 11 Pleasant Boulevard, while a half block north on Yonge, The Clair is proposed at 34 storeys. At the intersection of Yonge and St Clair. a submission for 1 St Clair West calls for 49 storeys. Multiple applications match this proposal’s storey count, with 45 St Clair West set to stand at 50 storeys, as well as The Hill Condos and 1365 Yonge Street, the latter also designed by Turner Fleischer Architects.
