This UTPro New Development Report analyzes new development proposals for large projects submitted to the City of Toronto. (UrbanToronto defines a “large project” as anything larger than a typical detached home.) Before we dive into the numbers, however, some important caveats to keep in mind: these numbers are for proposals only, and they are subject to change at any time up until (and sometimes even after) completion. Also, due to the early stage of the development process, some documentation may be missing; the numbers for some components of the data might not add up in some cases.

In December, 2021, there were applications submitted for 39 large projects, proposing a total of 84 new buildings, with 19,822 dwelling units, and 13,035 parking spaces. If the new projects are built as proposed, they would constitute approximately 1,558,209m² of Gross Floor Area of development, developed on over 404,102m² of site area, giving a total FSI of 3.86.

It’s also worth mentioning that we always see a big jump in applications in the last quarter of the year. This is for many reasons, but the biggest explanation is the fact that City fee increases occur in January, so developers often push to get their applications in before year-end. This year, we saw the biggest jump in end-of-year applications ever.
